The meaning of this saying is related to a common situation we are all aware of: when a baby, for example, wants something or wants to attract the attention on himself, he starts crying. Said that, the meaning of this expression can be easily understood: a person who is not capable of asking what he/she wants or remains too quiet, will never achieve anything.
